Crypto Could Help the Dollar Beat China: Bessent Reveals His Plan After CLARITY Act Setback

The United States is looking beyond traditional finance to strengthen the dollar's global position. Speaking at Ripple's Swell conference in New York on October 27, Treasury Secretary Scott Bessent argued that digital assets and stablecoins could become important tools in America's competition with China over financial technology.

Bessent said dollar-backed stablecoins can reach people in countries facing currency instability while creating additional demand for U.S. Treasury securities. He also signalled that the Treasury could work with the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) to address regulatory uncertainty after the CLARITY Act stalled in the Senate.

Why Stablecoins Matter

More than 90% of the stablecoin market is pegged to the U.S. dollar, Bessent noted. Issuers commonly hold reserve assets, including U.S. government securities, to support their tokens.

As stablecoin adoption grows, demand for those reserves could also increase. Bessent described stablecoins as a potential source of funding for the U.S. Treasury, although the scale of any future impact remains uncertain.

A Plan B for Crypto Regulation

The CLARITY Act failed to advance in a Senate procedural vote in September, leaving the industry without the proposed federal market-structure framework.

Bessent said the Treasury could coordinate with the SEC and CFTC to help fill the regulatory gap using existing authorities. However, agency action would not necessarily provide the same long-term certainty as legislation passed by Congress.

What It Means for XRP

Bessent's appearance at Ripple's conference puts digital assets in the spotlight, but his comments focused on stablecoins, the dollar and U.S. regulatory policy—not a direct endorsement of XRP.

Dollar-backed stablecoins such as Ripple USD (RLUSD) are designed to maintain a value of one U.S. dollar, while XRP is a separate cryptocurrency. Greater stablecoin adoption does not automatically mean XRP's price will rise.

The takeaway: Washington is increasingly treating digital assets as part of its financial and technological competition with China. Whether that strategy leads to stronger stablecoin adoption or clearer crypto rules will depend on future regulatory action and market demand.
